SOME GENERAL “TIT-BITS” ON THE CO-ORDINATION/ADMINISTRATION OF SPDC PENSIONERS’ MEDICAL SCHEME

1. PREAMBLE: Following continuous and persistent requests/representations to SPDC Management by the National Executive Committee of SPDC Pensioners Association, the former established a Medical Scheme for its pensioners in year 2000. The Scheme is operated, on standing medical services contract retainer basis, by a Health Management Organization, (HMO) (presently NNPC HMO) appointed by SPDC Management, to provide appropriate health care to its pensioners/ spouses in Lagos (for pensioners based in Lagos and the South Western States), Warri )for pensioners based in Edo and Delta States) and PH (for pensioners based in the former Eastern, Region of Nigeria). Exclusions – Dental/optical charges, Overseas treatment. The Human Resources Director of SPDC formulates the enabling policies/ procedures. While the functional responsibility for the overall co-ordination/ operation of the Scheme rests with the Medical Director of SPDC. The relevant contract provides for the appointment by the HMO specified number of Medical Providers in the geographical areas indicated above.

2. CONTROL/ADMINISTRATION – The SPDC Zonal Clinical Health Managers in each area, the Zonal HMO representative and the EXCO of the branches of SPDC Pensioners’ Associations in each area, have the joint responsibility in ensuring consistently efficient and effective operation of the Scheme in their respective Areas, in accordance with the Scheme’s enabling Contract Agreement. To this end, the appointed HMO operates Zonal Office in each area, while the SPDC Zonal Health Manager provides a Liaison Nursing Officer to assist with the follow-up of routine administrative matters

3.0 RELATED NON-CONTRACTUAL ADMINISTRATIVE MATTERS – EASTERN ZONE

3.1 Routine Periodical administrative oversight inspection tours – (Hospital visits) are made to the HMO registered hospitals/clinics in the Eastern Zone, to assist to satisfactorily achieve the primary objectives of the medical scheme.

3.2 Special professional sessions on health-related issues where the HMO makes presentations are often scheduled. All of the above are intended to enhance and sustain the impactive effect of the SPDC Medical Scheme on pensioners/spouse in the zone.
